40 out of the 42 countries and territories in Europe have declining birth rates. Their birth rates are below replacement levels. This is a stunning fact when you realize that these are some of the richest countries on the earth. The excuse of "we cannot afford children" simply does not work.

France has started offering women the equivalent of $916 per month for a year if they will just have a third child. 65 countries now have birth rates below replacement levels. As a matter of fact, the number one predictor of birth rates is the secularization of the country. The more secular ( non-religious ) a country is, the lower the birth rate.
